Funding for Pre-Launch Projects

Any idea idea how to get funding for large amounts for projects on Pre-Launch for smaller city projects.

This is well before approval process, its is even before demolition.

Amount after approval is easy to source as the loan will available at that time.

I have not consulted with banks yet. I am just toying with the idea right now of buying up a certain % of a small project.
