Plots in Gujarat - where to invest?

Hi,

I am interested in plot investment anywhere in Gujarat state.
I would prefer Tier 3 town, Tier 2 is okay if prices are still low.
Investment strategy: Low entry price in an area that has good return over 5-7 yrs time horizon.
